渤中19-6氣田I 期開發(fā)項目**3座無人井口平臺（BZ19-6 WHPB、BZ19-6 WHPC、BZ19-6 WHPM）和1座中心處理平臺（BZ19-6 CEPA），BZ19-6 CEPA設120人生活樓，與已建的BZ19-6 WHPA平臺及待建的BZ19-6 BOP平臺通過棧橋相連，在BZ19-6 CEPA旁**1****電站平臺（BZ19-6 EPP，歸屬岸電項目），用于岸電接入，BZ19-6 EPP與BZ19-6 CEPA棧橋連接。

柴油消防泵特性曲線應該滿足如下要求：在不少于65%的額定揚程時，流量不少于額定流量的150%；關死點揚程不大于額定揚程的140%；額定揚程應在100%額定流量的情況下實現(xiàn)。

柴油機為電控調(diào)速機組。

交貨期：2022年6月24日（國內(nèi)）或2022年6月9日（進口）

2．業(yè)績和資格要求：

1)投標人應在投標文件中提供立式長軸泵、柴油機、現(xiàn)場控制盤、齒輪箱設備的FM或UL證書（需要為同系列設備），以證明制造商在投標時同系列設備已取得FM或UL證書，設備交付時提供所交付設備的FM或UL證書，且設備銘牌需標有FM或UL的認證標志。

2)投標人所投標的柴油消防泵橇應為制造商的無不良業(yè)績的成熟產(chǎn)品，買方不接受新試制產(chǎn)品。消防泵生產(chǎn)和成橇為同一制造商，制造商應具有至少2臺套（限2010年1月1日之后簽訂的合同，柴油消防泵橇，立式長軸泵，排量≥1000m3/h，揚程≥145m）在海洋環(huán)境或海岸沿線碼頭等運行良好2年及以上（從調(diào)試驗收報告日期或使用方出具的運行時間證明文件起計）的業(yè)績，并提供相應的書面材料（合同及調(diào)試驗收報告或合同及使用方出具的有效證明文件）；上述文件中如未包含設備的揚程、排量、所在設施的名稱及使用方信息，投標人應提供有效說明文件。為核實投標人業(yè)績，在授予合同前招標人有權要求投標人進一步提供相關證明資料，包括但不限于技術協(xié)議或技術澄清紀要、圖紙和計算書等技術文件、****船級社出具證書、發(fā)票、銀行進賬單/流水單、進出口報關單據(jù)等。投標人無法提供相關材料的，將視為無效業(yè)績。

3)柴油消防泵需按照《海上固定平**全規(guī)則》的要求進行設計、制造、認證和檢驗。投標人應委托國家****總局****辦公室（COOOSO****船級社（ABS，Lloyd’s，DNV，CCS，BV）對柴油消防泵設備整體進行檢驗并獲得檢驗證書。

4）投標人本次投標的設備/材料應是推薦品牌或相當于推薦品牌同等品質(zhì)的產(chǎn)品�！跋喈斢谕扑]品牌同等品質(zhì)的產(chǎn)品”是指：所投產(chǎn)品應具有至少有2 個項目（時間限定為2010年1 月1 日之后簽訂的合同）在海洋石油平臺或FPSO 的柴油消防泵上成功運行兩年及以上的應用業(yè)績，并提供相應的書面材料證明（合同、調(diào)試驗收報告及使用方出具的有效證明等文件）。

3．有興趣的合格投標人可通過以下方式獲取招標文件：

Project overview:

Three unattended wellhead platforms (BZ19-6 WHPB,BZ19-6 WHPC, BZ19-6 WHPM) and one central processing platform (BZ19-6 CEPA) are newly built in BZ19-6 condensate gas field phase I development project.

BZ19-6 CEPA is equipped with a 120 person living building, which is connected with the built BZ19-6 WHPA platform and the BZ19-6 BOP platform to be built through trestle, and an offshore substation platform (BZ19-6 EPP, belonging to the onshore power project) is newly built next to BZ19-6 CEPA, For shore power access, BZ19-6 EPP is connected with BZ19-6 CEPA trestle.

2. Qualification requirements:

1) The BIDDER shall provide at least FM or UL certificates of the same series of relevant equipment (such as Diesel Engine, Gearbox, Control panel and Vertical line shaft pump) at the bidding stage to prove that the manufacturer has obtained FM or UL certificates of the same series of equipment at the time of bidding, and then shall provide the FM or UL Certificate of the contract equipment in delivery; the equipment nameplate shall be marked with the certification mark of FM or UL.

2) The Diesel Engine Driven Fire Water Pump SKID provided by VENDOR shall be the mature products of the manufacturers, The newly trial products would not been accepted. Fire pump production and Assemble into skid for the same manufacturer,The products (Limited to signing the contract after January 1,2010,the Diesel Engine Driven Fire Water Pump skid, Vertical long shaft pump, Capacity≥1000 m3/h and Pump Head≥145m) provided by BIDDER shall have at least 2 set of two years or more of successful performance (from the date of commissioning acceptance or the certificate issued by the user) in the marine environment or wharf along the coast. The BIDDER shall provide the relevant supporting documents (contract and commissioning acceptance or contract and the effective certificate issued by the user). If the pump head, pump capacity, the name of the facility and the user’s information are not included in the above documents, the bidder shall provide the valid documentation. In order to verify the performance of BIDDER, the Tenderee shall have the right to request the bidder to provide further relevant supporting information before the contract is awarded. Including but not limited to, technical documents such as technical agreement, technical clarification notes, drawings and calculations etc., certificate approved by the third party classification society, invoice, bank statements/slip, import and export customs declaration etc. If the BIDDER is unable to provide relevant materials, it will be regarded as invalid performance.

3) The Diesel Engine Driven Fire Water Pump shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Diesel Engine Driven Fire Water Pump from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd’s, DNV,CCS, BV.

4）The mechanical/ electrical/ instrument to be submitted by the bidder in this bid shall be of recommended brand or products of the equal quality as the recommended brand.“products of the equal quality as the recommended brand "means the selected brands shall have at least 2 projects (Limited to signing the contract after January 1, 2010) of application performances that have been successfully operated on the Diesel Engine Driven Fire Water Pump of offshore oil platform or FPSO for two years or more, and provide corresponding written material certificates (contract, commissioning acceptance and the effective certificate issued by the user).
